As China’s internationalization continues to deepen, more and more foreign nationals are coming to China to work and live. Buying insurance products such as auto insurance, home insurance, and personal accident insurance has become an important part of integrating into local life for many foreign nationals. However, language barriers, unfamiliarity with local rules, and information gaps may also expose some foreign nationals to risks when applying for insurance, making claims, or surrendering policies. To this end, China Pacific Property Insurance Co., Ltd. Shenzhen Branch (CPPIC Shenzhen Branch) issues this special risk alert, focusing on typical risk scenarios to help foreign nationals enhance their insurance consumer safety awareness and strengthen risk prevention and control.
Risk Scenario 1: “Proxy Insurance Applications” and Information Leakage
Due to language barriers, foreign nationals may entrust so-called “proxy insurance application” agents to handle insurance applications, provide their passports, residence permits, and bank card information to such agents, or even transfer premiums to personal accounts as instructed. Such actions may lead to financial loss, void policies, or claims being denied, and personal information may also be used for illegal purposes.
Risk Scenario 2: Overseas Driver’s Licenses and Driving Eligibility
Foreign nationals may hold overseas driver’s licenses, or mistakenly believe that an “International Driving Permit” (IDP) allows them to drive directly in China, without converting to a Chinese driver’s license or obtaining a temporary entry driving permit. Mainland China does not recognize International Driving Permits. In the event of a traffic accident, the insurer may deny coverage under the commercial insurance policy on the grounds that the driver lacked legal driving eligibility, increasing the burden of accident compensation and potentially hindering future insurance applications and claims.
Risk Scenario 3: Insurance Product Suitability Risk
Due to language barriers and unfamiliarity with the insurance market, foreign nationals may buy products that do not match their risk-bearing capacity or protection needs; they may even bear unnecessary financial pressure because a product’s risk level exceeds their capacity.
Risk Scenario 4: “Proxy Surrender” and the Illegal Claims Agency Black Market
Fraudsters, under the guise of “full refund upon surrender,” “professional rights advocacy,” or “cross-border claims handling services,” induce foreign nationals to entrust them with policy surrender or claims handling and charge high fees. Such actions may cause consumers to lose existing coverage and expose them to the risk of personal information leakage, financial loss, and legal risks.
Risk Scenario 5: Misleading Promotion of “Cross-border Insurance”
Illegal intermediaries market so-called overseas policies to foreign nationals, such as “cross-border insurance,” “exclusive protection for foreign nationals,” and “globally valid policies”—products not filed with China’s financial regulators and illegally sold within China—while claiming “zero risk, high return” and “global claims settlement.” Such policies are not covered by China’s financial regulatory protection framework. They may in fact conceal high fees, strict territorial restrictions, or clauses that may make claims impossible. In the event of a dispute, it is difficult for them to protect their rights, and consumers may suffer premium losses and end up without coverage.
Risk Prevention Recommendations
1. Apply under Your Real Name and Pay Premiums to an Official Corporate Bank Account
Use your valid passport or Foreign Permanent Resident ID Card to apply for insurance under your real name, and pay premiums to the insurer’s official corporate bank account. If the other party asks you to transfer funds to a personal account or requests verification codes or bank card passwords, exercise extreme caution and verify with the insurer’s official customer service.
2. Before Applying: Confirm That the Product Matches Your Needs
Choose products based on your occupational category, residence status, protection needs, and risk-bearing capacity.. Confirm key terms such as the scope of coverage, exclusions, coverage territory, deductible, waiting period, unoccupied period, and occupational restrictions. You may obtain translation assistance for key terms through the insurer’s official customer service.
3. When Applying: Fulfill the Duty of Truthful Disclosure
Truthfully disclose important underwriting-related information, such as driving qualifications, occupational category, health condition, residential address, and property use. If the information changes, contact the insurer promptly to process the change, so as to avoid hindering claims settlement due to information mismatch.
4. Policy Surrender and Claims: Handle Them Through Official Channels
Contact the insurer’s official customer service directly or visit an official physical branch to handle policy surrender or claims. Do not engage illegal third parties, do not sign authorization documents you do not understand, and do not pay so-called “handling fees” or “deposits.”
5. Verify Qualifications: Reject Unregistered “Cross-border Insurance”
Verify the qualifications of institutions and sales personnel through official channels of the National Financial Regulatory Administration and its local offices. Reject unregistered “cross-border insurance” products and be wary of exaggerated claims such as “guaranteed principal and high returns” and “global claims settlement.”
6. Retain Evidence: Report Suspicious Situations Promptly
If you encounter suspicious situations, contact the insurer’s official customer service or report them to regulatory authorities or the police. Retain evidence such as chat records, transfer receipts, and contracts, and safeguard your rights in accordance with the law.
